New dictionary, hil_PH

Kevin Scannell-2
Here is a new spell checking package for Hiligaynon.
It was created using word lists generated by my web crawler and the hard work
of Francis Dimzon who edited the lists.

Laurent, if you're willing to upload this to the server, I'll add it
to the wiki.

is this language already registered inside OOo ?
What is the country name of PH ?

otherwize will have to be bound to another language as a dirty workaround

It doesn't appear to be.  I'll start the ball rolling on that then.

The Philippines.

I suppose there's no harm in at least uploading the dictionary at this
point.  I'll report back when there's been some progress on adding hil
to the list of registered languages.

The problem is that is will not be associated to any language
(and i don't remember how OOo behaves if we give it an invalid language
in dictionary.lst)

what i propose you is to choose a not very often used language
and bind your hil_PH (maybe gsc_FR could do)
(then you hil writer uses gascon as document language)

Just let me know
When i have a language to bind, i'll uplaod

Following up on this, Laurent, we filed a bug with the hil_PH locale
information:
http://www.openoffice.org/issues/show_bug.cgi?id=82723

and that's now resolved/fixed.

so you need me to upload it on the dicooo repository ?
will only work on the coming version

please open an issue and put also the issue of the locale resolution
