Notice... building RC3

Jim Jagielski
I'll be away next week, attending and presenting at both SDxE
and the InnerSource Commons Summit, and will be away from the
build machines. As such, I am going ahead and building RC3s for
Linux (32 and 64bit) and macOS/OSX.

As they complete, I will be committing them to SVN.

Hi Jim,

The English dictionary needs to be updated for RC3.
Version number must be bumped also...

To be more exact, this is what I suggested 2 weeks ago:

 - Bump up the version number again

 - include Don's latest expat patch
(https://svn.apache.org/viewvc?view=revision&revision=1805208)

 - include the latest dictionaries
(https://svn.apache.org/viewvc?view=revision&revision=1806314)

And maybe look again at https://bz.apache.org/ooo/show_bug.cgi?id=122376.
(See my last comment on that issue)

I'd like to propose that we do those for RC4. RC3 seems
to be the most expedient and my builds are all done already
for linux64 and macOS.

Are the below items requested as 4.1.4 blockers in bugz??

populate bugz for what they want in RC4 and go from there.

Well, if we can do without an RC4 everybody will be happier! At least
version number and new dictionary (both one-liners) should be included
in RC3, or we'll have another RC that we can't realistically vote on.

I realize it's a nuisance to rebuild, but uploading a new RC in a few
days would likely be a bigger nuisance.

Are we already planning RC4?!
If RC3 is OK and the votes are positive it could be the last RC.

Updated dictionaries is a release blocker and I reopened it August 27.
The expat patch has been a release blocker (for RC2?) but Don did an
elegant fix later.

Nevertheless the minor version MUST be updated for RC3.

That bugz is not reopened. If you would like it in, please
reopen and/or make a blocker for it.

I added https://bz.apache.org/ooo/show_bug.cgi?id=122376 as a requested-blocker
and update various info about it.

The process we've followed in the past is likely clearer: we had a new
"update dictionaries" issue in case it was needed to update them for a
new RC. This made it more visible.

True, but the old patch works too and the elegant fix is in trunk, so
I'm not particularly concerned about this.

Yes, this is the other (probably implicit and unstated) blocker besides
dictionaries.

Call it RC3 or RC4, whatever has the new code plus the two fixes above
(dictionary + version) has some chances to actually reach the [VOTE] stage.

Another thing @all:

Do we have to call the new bits really RC4? Nobody hasn't seen RC3 even,
not the mirros. when looking at the new included things I have the
feeling that there is nearly nothing (please don't count peanuts here)
but nevertheless increasing the RC numbering. But I don't see any reason
for this.

So, please keep building but call it RC3 and upload as RC3.

I think it is now officially RC4 (RC3 is revoked).
All fixes are in and I can start to build for Windows.

Additionally I forced builds from our buildbots.

I want to avoid ANY confusion at all, hence trashing the concept
or "tag" of RC3. IMO, it's safer.

RC3 has never "seen the light" and RC4 would confuse people...

when you can increase the number, decreaseing is also possible.
