Question regarding build.pl

Hello everyone,

I was looking at this build script main/solenv/bin/build.pl and per the attached screenshot, on line 2611, what does this line do?  Was there supposed to be a substitution operator at this line? Thanks.

Match - I think it is extracting the value between the single quotes into $1.
