A numer of new files and classes in <svtools/toolpanel/*> provide a
low-level, VCL based control for tool panels, and tool panel decks
(being a collection of tool panels).
Basically, understand them as generalization of what Impress today
provides in its Task Pane: a single window, containing multiple
tool/panels, where only one of them is active at a time, and the UI
provides means to switch between the different panels.
The standard implementation uses the drawers layout as found in
Impress, too. However, there's also an experimental implementation
using a different layout, namely icons representing the different tool
panels. Also, the ToolPanelDeck is flexible enough to support more
layouts, as long as you provide a suitable IToolPanelDeckLayouter
